First I want say that I’m all for doing our due diligence to prevent the spread of invasive species.
Recently several people I know were randomly stopped while driving so the DFW could inspect their boat. What are our rights? What are the consequences if a boat fails? What are the consequences if we say no?

The stops that I’m aware of happened in San Luis Obispo county and none of the lakes in this county are infected. No bands since the boats were already banded.

You might think it would have to be a voluntary search but the DFW have more power than the police
DFW can search your boat for illegal fish and game without cause
They can go on private property as well.
Ca game wardens have broad authority under state law, including the ability to stop and inspect vehicles, vessels, and equipment used in hunting or fishing activities—even without a traditional warrant or suspicion of a crime.
Wardens can enter private rural land (even with “No Trespassing” signs) to check for wildlife violations under the open fields doctrine.
Police Usually cannot enter without a warrant or probable cause.
Random vehicle/boat stops for license checks
Wardens Can stop vehicles, boats, or trailers if they are reasonably associated with hunting/fishing.
Police Cannot stop vehicles without reasonable suspicion of a crime.
Searches related to fish/wildlife
Wardens can Broad inspection powers (coolers, live wells, bags) even without probable cause.
Police Need consent, a warrant, or probable cause.
Warden’s jurisdiction is state wide unlike police
