any idea when the bite will start at the san luis or the forebay,mainly for the top water bite?

I spoke to a couple of guys on the water by Mossdale yesterday (saturday) and they were trying live minnows for stripers with no luck.

I had my wife and son out for some catfish and caught no less than 20.
