If you don't understand the rules or have questions about the rules and you want an interpretation you can fish by...

Don't ask the general public in a forum, call the organization/person who wrote and enforces the rules as they are the only ones who can give the final say.

We can all interpret the rules based on our own biases but when all is said and done it will be the Organization/TD that has the final interpretation! They will tell you the same thing, call them!

You are right, the organization makes/interprets the rules.

As for my post, it was specifically directed to Tournament directors (Go back and read the original) Of the circuits I fish, all of the tournament directors visit this forum (Lynne Peterson and Bill Ponting). I was hoping for a response from them that would not only respond to me as to the answer, but to the rest of the people fishing. What good does it do me if the tournament director says "Nope, it is not allowed", and other people still do it feeling it is ok. I was also hoping (for which this post did achieve) to get some feedback from other anglers and other tournament directors.
