Its no different than many costs "mandated" to businesses that are passed on to consumers. These are done so the politicians can avoid being taxers. Take a close look at your PG&E bill. On the list of fees is a fee charged that is mandated by the state to help people who can't afford their utility bills. Just an example, I am sure there are others.
I would rather jog home from my own Vasectomy than spend Saturday at the mall.
