Martino: Regardless if it is a raffle or lottery, it is illegal. The State could potentially charge you with one or possibly more misdemeanors. The Merc Opti 200 ProXS is new this year. It is out on the East coast and due out here in the next two to three months. Merc has not updated their webpage with the new motor. I heard you can order a new boat with them starting this month.

Under CA law you have a right as a citizen to make a lawful arrest of a person who is in the process of committing a felony.
