As Mike said, that's a Gibb's pencil popper. But it's not old or rare. I bought a couple in that exact color this year; it's a favorite at the beach. You can usually find them at Gus' in San Francisco, when they're not sold out.

I know on all the local (santa clara county) lakes, cover planting is not allowed. I'm not sure on the specifics, but I heard it is considered similar to introducing foreign fish species. Knocking down trees is also definitely out (there was a funny story there about a bass fisherman with a chainsaw...

For the record, the 11lb 15oz fish was disqualified by the IGFA due to lack of evidence. The current record is 10lbs 14 oz. Have you tried a lure retriever? In most cases a 2 oz pyramid sinker with a snap swivel attached (so you can slide it down your line) will knock off your bait 90% of the time. One of the store-bought retrievers work even better.

So if the skill required is not important, what's so special about using your hands to move a bait as opposed to using the trolling motor? I've had pacbell dsl for the last 4-5 years and have never had a problem. Over the years the connection speed just keeps getting better and better.
